Plan for failure

All boundaries corrode over time. Every national border ever drawn has shifted and will shift. Dams and levees will crack and spew forth. Church bleeds into state. Even the definition of words is fluid. Attempts to canonize meaning fail almost instantly. In the meantime, two facts hold constant:

  1. Maintenance of boundaries takes an incredible amount of energy.
  2. Suppression of free movement builds pressure that ultimately contributes to either a catastrophic failure of the system or the diversion of that pressure into bizarre and unintended areas

The question is never “will the dam break/bank fail/regime change/partnership dissolve/willpower fade,” the question is “how damaging would the effect be?”
